Congress heads for a tense finish as leaders expect a long August debate on the neutrality issue and the presidents lending powers. Senate action on the monetary bill is planned for Wednesday while the House resists the embargo and Republicans attack the loan program as an elec tions scheme.
Three Collinsburg sisters Elenore Mirella 18 Ann 20 and Louise 22 drowned after a sinking skiff on the Youghiogheny River in West Newton Pennsylvania. A fourth companion Margaret Skrjane 20 reached shore after grabbing a tree branch and signaling rescuers as searchlights and grappling hooks labored through the night.
In New Orleans on July 3 two men Frank McIntyre and Laurent Spell both 25 of Abita Springs were held by Sheriff Walter Galatas for questioning in the death of 19 year old Dennis Farr who died at Charity hospital from head injuries after a truck incident. Farr rode on a truck after leaving a dance and either fell or jumped from the moving vehicle. The incident occurred in Covington.
About 15000 teachers from across the United States gather in San Francisco for the 7th annual National Education Association convention. Reports to be submitted include academic freedom and tenure studies, with calls for $10000 to fund investigations into unfair treatment and discharges.
More than half the nation s school teachers are unmarried and many live in inadequate housing. The NEA committee notes that only 38 percent have access to a good library and most rural teachers earn about 675 dollars a year. Responsibility to improve conditions lies with local boards, state and national legislators, and citizens.
Arnold Baum, tied to the Smith income tax probes, arrived in New Orleans to review returns and meet federal and parish officials. He is expected to face questions over university loans totaling $500,000 and possible grand jury action in Orleans Parish.
Mayor H H Benoit of Monroe and H M Williams Jr of West Monroe urge a sane Fourth of July with a Declaration of Independence for a safer holiday. Citizens churches schools and civic organizations are asked to avoid dangers on streets waterways and with fireworks to reduce injuries.

AMBROSIA West Virginia C E Pullin ran the local post office as sole postmaster for 50 years before the office was discontinued. GREENSBORO North Carolina Deputy Sheriff J W Donovant picked up three hitch hikers who then helped him only to learn the youths were suspects in robberies. KANSAS CITY Claude Melindo misfired during practice causing a double hook to snag his brother Philip's scalp at General hospital incoming text truncates.
Acting LSU President Paul Hebert announced the resignation of George M. Caldwell, building superintendent, after review of a two percent fee on university construction projects. Hebert and Vice-President Troy Middleton said Caldwell believed the payment was regular, but it was deemed unauthorized. Caldwell resigned after discussions. Caldwell declined further comment.
The Construction Daily Bulletin reports $452,480,000 in south region building contracts awarded in the first six months of 1939, the largest nine year total. Federal spending on public works rural electrification and power developments drives much of the rise, with public work up about three quarters from 1938 and private contracts down over ten percent. Two mills under construction, Hollingsworth and Whitney, highlight the period.
Louisiana Public Service commission ordered rate reductions for Gulf States Utilities Louisiana Public Utilities Gulf Public Service and Gaylord Container electric department at Bogalusa. Estimated annual cuts total 178 440 for Gulf States and 90 600 previously ordered, targeting 12 1 2 percent for small commercial customers and 17 8 percent for municipal customers.
John Mills, 102, marks birthday at his Mt. Vernon area farm four miles from town. He has owned the 155 acre property for 96 years, never mortgaged or tax delinquent, and never leased land for oil. Mills votes since 1860 and has two children, George and Jule, who helped hosted neighbors today.
Former Governor Richard W. Leche likely to be called before a Louisiana special grand jury probing LSU finances. District Attorney Dewey Sanchez and State Attorney General David Ellison lead the investigation and will subpoena anyone the jury wants to hear. Meanwhile Dr James Monroe Smith, ex LSU president, is escorted to Brockville custody in an embezzlement case.
Sam Wexler 62 prominent Monroe businessman died after a yearlong illness at his home 1318 Spencer avenue Sunday morning. Funeral at Mulhearn Funeral home Sunday 5 pm with Rabbi F K Hirsch officiating. Interment in Jewish cemetery. Pallbearers Simon Schlenker Alan Sugar Dr Seymour Solomon W C Holstein H H Blanks Bill Goldsmith. Born Vidalia educated Natchez. son of Morris and Sandie Wexler. Lived in Monroe 30 years in transfer trucking and early filling station operator. Retired seven or eight years ago after Helene Goldwine died in April 1980.
Mt Vernon Kentucky July 3 three trainmen were killed when a freight train hit an earth slide covering the Louisville and Nashville tracks near Sinka Kentucky seven miles southeast of Mt Vernon Two bodies were tentatively identified as Sam Leng and Slick Weaver The wreck occurred on the main line between Cincinnati and Knoxville Tennessee
