At the naval committee session, France insisted on a 90 000 ton submarine minimum, blocking any U S compromise. Italy and Japan signaled discord, while France kept to the capital ship ratio, but reserved for 1927 replacement plans.
Washington reports France will reiterate its demand for submarine tonnage limits at the arms conference. Paris insists its 90 000 ton requirement is essential and rejects proposed reductions, after a ministers council decision and expert study. France may receive about 42 000 tons under American proposals, if agreed.
Washington December 28 The American plan for settling submarine tonnage by statu quo for France Italy and Japan and a 60000 ton limit for the United States and Great Britain nears failure as France and Japan object while the naval committee of the arms conference resumes sessions after a weekend pause.

J H Watkins secretary of the Ouachita Valley Farm Loan Association organizes a Louisiana Cotton Cooperative Association in Ouachita. W M Steele of New Orleans secretary of the Louisiana division of the American Cotton Association promises assistance. Steele notes the warehouse law and governor appointed warehouse commission, urging cooperation to improve producer marketing under state sanction.
Mayor F M Hutchinson of Crystal Springs received a Louisiana Conservation Department letter outlining plans to map Crystal Springs and study a gas pipeline system from Monroe fields to New Orleans. The governor proposes state control if private plans fail, with surveys on supply and costs to present to the Legislature.
William Buford, a negro alleged to have fired at Clarence Lee, was captured yesterday by Detective L V Tarver and Policemen Lee Parker and L M Hayden. Sinn Fein clubs of North Donegal met at Buncrana and passed a unanimous resolution praising the Irish peace treaty as essential to Ireland’s freedom and honor. Reports showed all districts in the constituency favored ratification and urged the six Dail Eireann members to vote for it and advocate ratification. Failure to act would be seen as betrayal of national interests.
Friends of Mrs. Lillian Rollins present a version of the Grayling Crossing crash saying W. P. Chandler stood in the street and signaled the car. The motorist swerved and struck him, knocking him unconscious briefly before being taken to St Francis sanitarium. Chandler’s condition is reported improving.
A special West Carroll Parish term opens Jan 3 to try two murder cases and a manslaughter case. Norman Fowler faces manslaughter for a Nov 13 street stabbing in Oak Grove. Adolp Grigot and others charged with fatal shootings and break ins will also be tried through Jan 5. The Oak Grove storehouse fire earlier caused $4 500 loss with $3 000 insurance.
