Authorities report over half a million aliens arrested under Wilton Welson's decree removing enemy restrictions. Protests rise as enforcement expands across jurisdictions and raises civil liberty concerns.
Attorney General Gregory announced effective Christmas Day that all restrictions on German enemy aliens except entry and departure and internment powers are removed. About 500000 Germans will be freed from residence and employment limits while internment of dangerous aliens continues.

The judge advocate general's opinion, approved by Secretary Baker, says National Guard officers and enlisted men revert to civilian status when discharged from Federal service, effectively dissolving the prewar National Guard organization.
