H R Speed announces candidacy for Monroe mayor in The News Star. He vows to discuss issues as they arise, not dodge questions, and to pursue every promised policy on an energetic, high minded campaign. Speed, a 18 year Monroe resident and insurer, previously ran for mayor four years ago but lost to Forsythe in a fierce race.
