Right of Way Funds Spark Louisiana Dispute
A Livingston parish case exposes how the Louisiana highway commission paid inflated right of way sums for political reasons. A claimant named A L Cooper received 400 dollars after an initial 35 dollar offer, supposedly due to his forty votes in the family. The actual owner later sued for 40 dollars, judge Tycer ruled for the plaintiff noting the land was worth 300 to the real owner, and the commission avoided appeal or recovery by Cooper’s political influence.
