New Orleans IRS district will implement most provisions of the updated Internal Revenue Code once received. Some provisions take effect at enactment or January 1 1955. District officials form task force to study changes and plan taxpayer assistance and enhanced collections.
Louisiana Governor Robert F. Kennon urges a national road program to fund a ten year, 50 billion dollar plan. He notes high urban traffic and rural dust, cites federal backing, and highlights Louisiana’s 50 million dollar 1954 road program as groundwork for an expanded interstate and farm to market system.
Luther Eugene Hesler 22 of West Monroe and Josephine LaPietra 18 of Monroe obtain a marriage license. Marion Edwin Stevens 23 of Monroe and Elizabeth Ann Doane 22 of Monroe also obtain a license. Dale Wade Mcueland 40 of West Monroe and Edith Allen Lee 40 of West Monroe seek license. Roger Bruce Meintzer 27 of Madison Wisconsin and Beatrice Ann Cretty 26 of Monroe apply for license.
Etta Gay Davis died in a Delhi clinic at 6:15 p.m. Tuesday. Funeral services were held at 3 p.m. Wednesday at the Delhi Methodist church with Rev. Tatum officiating. She had lived in Delhi 50 years and is survived by a son Chapman Davis, three grandchildren and two great grandchildren. Interment followed at Delhi Masonic Cemetery under Catron Gay funeral home.
On the continuation of the first page, 17 year old Jack Koslow and 18 year old were accused of felonious assault, while 15 year old Robert Trachtenberg faced juvenile delinquency charges. All but Koslow hailed from Williamsburg. Koslow, from Manhattan, is quoted saying he harbors an abstract hatred for bums and terms last night a supreme adventure for him.
About 40 000 people nearly half the city population were being evacuated from Nobeoka on Kyushu east coast amid a major flood threat from two rivers. Eight hydroelectric plants were flooded and power supply dwindling. Roads and railways were washed out or blocked by landslides and fallen trees.
Caddo authorities believe an oak pole found seven feet from the Red River bank and 250 feet from Burns and Mrs. Gordon’s murder scene is the weapon. Mrs. Gordon says a large Negro assaulted Burns with the pole after a blocked road incident on the old Dixie road toward Shreveport. Police note the couple’s car was at the scene for hours before the killing and a blanket with Burns’ wallet was found about 200 yards away.
Langer says Tuesday night a man fired ten questions about the contract that should be answered. Mitchell asks who originated the proposal, if undisclosed power companies were involved, whether the government solicited bids, reservations by agencies, and why records are kept under lock and key for four days and four nights. He also says he accepted Jones statement that he did not discuss the proposal involving Southern Co. with the president.
Sen Watkins announced Chadwick as counsel for the censure inquiry despite questions about impartiality. Chadwick, a former Delaware County Orphans Court judge, will be paid 11 600 annually and says he has not taken a stand on McCarthy. He arrived in Washington by train and declined to discuss his views on the Wisconsin senator.
A six member bipartisan panel will review 46 charges leveled by Senator Flanders and colleagues Morse and Fulbright. The charges cover McCarthy finances and accusations he ridiculed fellow senators, amid a broader push for possible censure.
Senate action, led by Democrats, omits a clause outlawing Communist party membership. Atty Gen Brownell says direct criminalization would hamper enforcement of McCarran and Smith Acts. House later replaced the measure, but Senate members renewed push to outlaw party membership.
The Senate approved a plan to bar suspected subversives from defense plants while voting to deny pensions to federal officials, including current and former Congress members, found guilty of misuse of office. The actions shaped a House bill aimed at cutting Alger Hiss’s retirement benefits.
Monroe officials of the Louisiana department AMVET Auxiliary attended a state executive meeting in Baton Rouge. Miss Phoebe Miller served in a new capacity as state secretary, with Mrs. Anita Baxter of New Orleans elected president. Committees named include membership, hospital, Americanism, child welfare, publicity, and liaison with chairpersons from New Orleans Covington Baton Rouge Shreveport Monroe. Final plans set for Louisiana delegates to attend the national convention in Miami this month. The meeting honored Mrs. Josephine Huff with the charter of New Orleans Post No. 4 AMVETS Auxiliary.
Relatives of burials at Smith Cemetery on Natchitoches road West Monroe will conduct an all day annual cleanup Friday. The program was announced Wednesday and will involve volunteers tending graves and sites.

In Chicago on August 18 delegates to the American Bar Association approved a fair play code for congressional committees and tabled a proposal to teach how communism works in American schools. They debated over three hours before adopting the resolution on congressional investigations and sending recommendations to Congress.
