Washington Aug 18 The railroad presidents and managers' committees show strong backing for the eight hour day plan. Wilson proposed the eight hour day as the basis for wages and overtime pay at the eight hour rate while other issues would be referred to a congressional committee. The outcome hinges on the managers and presidents aligning with the employees and federal authority.
Washington and Berne August 18 report say railroad presidents oppose an eight hour day and favor arbitration.
