Three million American men are serving in uniform with another million and a half stationed in Europe and other theaters. The wartime manpower buildup reflects expanded enlistment and overseas deployments as the conflict intensifies.
General March reported to newspaper men in Washington that over 1,150,000 American soldiers have embarked for overseas service including Italy and Siberia. He proposed placing eighty divisions in France by June 30 next year if feasible. He noted no evidence of mistreatment of American prisoners in Germany.
Baton Rouge August 17 Twenty five acts were enacted in the extra session headed by ratification of the national prohibition amendment. One measure the house concurrent resolution of A M Smith Kaplan died by pocket veto as Governor Pleasant did not sign it and it had not been five days before adjournment. The resolution urged a national convention to amend the constitution so future amendments go to a people vote. A dry bloc led by C B Huson De Soto opposed passage fearing reversal of the ratification stance, but the house and senate approved it only for it to be vetoed. Act 25 was George S Foster Grant petitioning the war finance board to loan money to federal farm and state banks to relieve drought stricken farmers of North and Central Louisiana.
London dispatch says Germany demands 10 to 15 Austrian divisions for the west front. Austria agrees only if Germany accepts Austria's Polish solution and a strong peace move including Belgian evacuation. The plan also ties an Austrian archduke to the Polish settlement.
The Republican state committee adopted resolutions at a special session asking Governor Horace Graham to resign. Discrepancies totaling 20,900 dollars were reported in his accounts from his time as state auditor.
Police arrested Mrs Annie Parnell from Mississippi and a man identified as J A Brown in a midnight inquiry at the Bohemia Hotel. Both faced charges of occupying a room for immoral purposes. the woman was fined thirty dollars and thirty days in jail, the man thirty dollars and held for investigation. Police officials coordinated with the Department of Justice in Shreveport to ensure medical examination for the woman and continued inquiry into the man.
Nine crew members of the British tanker Mirlo drowned when a German submarine torpedoed the vessel off Cape Hatteras. The gasoline cargo exploded causing a fire. other crewmen were saved.
French troops conducted local attacks near Autreches ten miles northwest of Soissons and seized the plateau north of Autreches village gaining control of the region. Allied advances tightened their grip on approaches to Rove and other nearby areas as the push continued.
Ouachita Parish Fair Association directors convene at the Chamber of Commerce at 2 pm to decide if a Monroe fair will be held this fall. Opinions split between wartime style fair and postponement citing uncertain cash premiums and business risk. Some supporters cite President Wilson’s sanction and desire for an agricultural display with modest premiums.
Amsterdam reports Moscow advices to a Berlin newspaper state that over one thousand officers in Moscow and Petrograd faced counter revolutionary charges. Two hundred six officers were said to have been summarily shot. The dispatch notes heavy artillery fighting west of Rome during the night.
Reports from Paris and London say French troops repulsed German attacks northwest of Ribecourt and captured two woods Z and Damery. Representatives of the Louisiana cane sugar industry gathered with the sugar equalization board in Washington on August 16 to set next year’s price. The session likely finalizes input from urgent producers before next week’s board meeting and a definite announcement is expected. Senators Ransdell and Guion and Representatives Martin Dupre and Wilson attended.
The parish deputy clerk of court R A Young was taken to St Francis Sanitarium this morning in grave condition. He was moved from his home to receive constant skilled care and nursing at the sanitarium.
Washington reports 22 survivors from the American schooner Maddigadah after a German submarine shelled and set the vessel on fire off Winterquarter shoal. The Norwegian steamer carrying them arrived at an Atlantic port Thursday, Aug. 17, and the Navy Department has been informed.
United States Senator Jacob J. Gallinger of New Hampshire died in Franklin on August 17. The obituary notes his long service in Congress and his role in state and national politics.
Police crack down on violators with the largest haul yet. S. V Vick and Jessie Dunn and J. Jackson, colored, fined for no permit and speeding. Dunn discharged on permit charge but fined. Jackson fined for reckless driving. O. T. L. Frazier booked for exceeding the limit, case pending.
Texarkana Texas Aug 16 The Postmaster General Burleson in a telegram to the Texarkana city attorney says city councils may act on telephone rates but the matter must be submitted to his department for final approval. The note responds to an ordinance granting higher rates.
A late afternoon wind storm in Monroe damaged the Riverside Club roof, estimated at about 25 dollars, as tarps were readied but rain did not arrive. The planned dance that night proceeded as if nothing had happened.
Havas dispatch circulated in Finland says the Germans have captured the Russian naval port of Kronstadt, according to a Stockholm report. The claim follows ongoing warfare against Russia in August.

Paris reports the Dupetit Thouars, an old French cruiser, sunk by a German submarine. Officials say thirteen crew members are missing while an American destroyer rescued the remaining crew members.
