Congress completes work on the defense program approving naval increases, signaling progress in national security planning. The action aligns with broader U S defense goals and establishes funding for expanded naval capacity.
Washington reports Congress nearly finished the national defense program by approving major naval construction and personnel increases. The House voted 255 to 51 to accept Senate boosts for 157 vessels in three years, including four cruisers and four battleships for 1917, with Senate-passed army and militia reorganizations and a new national defense council also funded.
President Wilson postpones further conferences with railroad managers and the 640 Brotherhoods until Thursday to hear the general committee at the White House. A deadlock remains over an eight hour day and overtime pay with arbitration rejected. The president pursues a plan for eight hours and an Interstate Commerce Commission review while keeping in touch with both sides. New York reports the 640 chairmen have accepted his invitation to meet in Washington.
Washington reporting that the formal notification of President Wilson of his nomination will occur on September 2 at Long Branch New Jersey. The decision was made today and confirms the event for the presidential campaign.
New Orleans August 16 The compilation of statistics on exports of forest products for the year ending June 20 shows a substantial expansion in the nations foreign lumber movement. Pensacola leads Gulf ports with 147,208,006 feet, Gulfport Mississippi rises to second with 124,021,000, and New Orleans remains third at 121,058,000. Yellow pine gains most in volume, with total lumber shipments at 554,275,000 feet and yellow pine at 261,205,000. Europe shipments rise to 366,071,006 feet, with increases also to Central America Mexico West Indies Argentina and Africa.
New Orleans reports D. M. Fontenot chosen as the Democratic nominee for Sheriff of St. Landry Parish over Charles Thibodeaux by about 200 votes. Returns at 10 o clock show Fontenot carried all but the fourth ward, which he narrowly lost. Progressives may oppose with J. W. Bessett of Bonice as their candidate.

Key unions and transportation sponsors met to outline issues, including pay, safety, and staffing, signaling possible settlement steps. J P Morgan & Co. as syndicate managers formally announce a new loan of 250 million dollars to Great Britain for two years at 5 percent. Banks in New York Chicago Boston and Pittsburgh participate with Morgan & Co in this deal.
Berlin reports say Germany not opposed to transfer after Foreign Minister von Jagow stated opposition is unfounded. The Danish landsthing appointed a 15 member committee to study the sale, with open sessions not yet scheduled. Party attitudes in the lands thing remained uncertain after a closed morning meeting.
Jackson reports that Mississippi state wide primary returns confirm existing leaders. In Supreme Court races Potter trailed Etheridge, and Sykes faced Knox after Smith and other nominees. Windsor Ontario hosts the final Windsor Jockey Club meet of 1916 with over 500 top horses quartered at the fair grounds track. Seven events are scheduled for the opening afternoon headlined by the Ferry Company's handicap at one mile with 2000 dollars added.
Charleston Aug 16 The battleship Alabama carried the southern civil ian naval volunteers for a four week practice cruise off Gardiners island. More than 70 men from eight states joined the crew to learn every ship duty including target practice as preparation for wartime service.
In Washington on August 16 Associated Press reports Senator Martine attacked the so called paper trust in the Senate and submitted an amendment to the revenue bill placing newsprint paper and raw materials on the tariff free list. The revenue bill reportedly would place news print paper costing up to 5 cents per pound on the free list.
Rutland Vermont August 16 Bennington Day celebrated with dedication of a bronze statue titled Green Mountain Boy. The statue by Raymond Averill Porter depicts Ethan Allen in heroic size, honoring Vermont Revolutionary War hero.
Lutherans gather in Toledo Ohio on August 16 for what is believed to be the largest and most representative tethering event yet held by communicants of the Lutheran church in the region.
Jackson newspaper invites President Wilson to attend the national Young Men's Business Clubs convention in Jackson, Mississippi, on October 10. The invitation was taken under advisement by the president.
British forces consolidate positions in the Pozieres area after recent trench captures while heavy bombardment rages along the Meuse east bank. Rome reports Italian advances southeast of Gorizia with trench gains on Monte Pecinka and near San Marco. Austrian and Italian air raids frequent around Trieste and Gorizia.
The American church opened in a city today and will run for seven days. The biennial session of the Evareflical Lutheran synod of North America gathered ministerial and lay delegates from over a million members. Also under way is the biennial Lutheran League of America convention with 150,000 members and 2,000,000 Lutheran adherents in the United States.
Oshkosh hosts the opening of the annual League of Wisconsin Municipalities convention with Mayora and state officials present. The three day program features addresses by prominent speakers and a general discussion of municipal problems.
Paris dispatch says Germany is taking over Trieste defenses and dispatching units organized for that purpose. The Milan report notes coordinated defense planning as German forces assume control near the Adriatic frontline.
Governor Pleasant named four members to New Orleans public utilities board effective Aug 15. Named are Roydan R. Douglas A D Stewart Dr V K Irion and Albert J Buja. They will supervise traction gas electric and other public service firms in the city. Dr Irion is a dentist and brother of Dr HH Irion formerly president of the State Board of Health.
