New York August 13. Director-General William S Knudsen of the Office of Production Management said if defense progress reaches mid-point by January 1 1942 production could peak by July and then the United States could set its own war material targets. He urged decentralizing subcontracting, faster contracting, and reliance on negotiated contracts and pools to speed output.
