Devastation spreads across the district as a cloudburst causes fatalities and flooding. Rescue teams race to reach affected communities while officials assess damage and begin relief efforts. Local authorities warn residents to stay clear of dangerous floodwaters and monitor weather updates.
Rescue parties battled through the Cabin Creek and Coal River valleys after a cloudburst swept twenty miles south of the Kanawha river. Death toll estimated over 100, with losses exceeding $1 million. Acme, Randy, Drytranch, Miami, Sharon, Dawes, Rayford and Eskdale heavily damaged. eight villages partially destroyed. Looters arrested as relief supplies moved in. two National Guard companies deployed.
Washington Aug. 10 Senate Democrats meet tonight to consider finance committee amendments to the House revenue bill. They favor retaining many stamp taxes and propose new levies on bonds and debentures, travel, insurance policies, foreign steamship tickets, Pullman tickets, and club bowling alleys. Wine tax revisions include higher rates for fortified wines and a two cent increase on half pints of champagne and sparkling wines.
State Bank Examiner R N Sims and Lincoln Parish Bank directors expect to cover the cashiers shortage at the bank with Goodwill heirs and a bonding company. Heirs to meet August 15 to place securities or cash totaling about 46 000 dollars, restoring capital, surplus, and allowing reopening of the bank.

Bonds were awarded to Hibernia Bank and Trust Company of New Orleans.
The Ouachita parish Police Jury awarded a $500,000 road bond issue to Hibernia Bank & Trust Co with a premium of $3,000, conditionally depositing the fund in local Monroe banks. Multiple bidders from New Orleans and elsewhere offered premiums from $1,355 to $5,000, with Stacey & Brown and others backing different deposit terms. After attorneys in New York and Chicago review, bonds will be prepared for delivery and road construction bids will follow.
Portland millers announced that flour prices in the Northwest would rise tomorrow by at least 20 cents a barrel and possibly up to 40 cents due to higher wheat quotations. A 40 cent advance had been recorded last week.

Seventy five residents of Jarolds in the valley drowned when a cloudburst yesterday swept the town away. The disaster was reported this morning from Huntington West Virginia. Local authorities and rescuers searched the wreckage and assessed the casualties.
El Paso reports private dispatches saying Carranza forces are gradually pulling back from southern states to concentrate in central and northern areas as the Zapata campaign nears completion.

Capt Hinseh of the Nec kar at Baltimore and Paul Hilken of the Eastern Forwarding Company visited the harbor Sunday studying the water front. Two tugs were said to be chartered by men expecting the Bremen to arrive within three or four days in an unrelated development.
Two crew members aboard the steamer Borglum arrived in New Orleans with yellow fever and are held at the federal quarantine station near the Mississippi river mouth along with other crew and passengers until danger passes.
