The Wickersham commission in its eighth report to President Hoover declares U S police forces nationwide plagued by graft incompetence and political manipulation. It faults short chief tenures and corruption as the chief evils, with criminals protected by political influence and weak leadership.
In Genoa Italy a bomb exploded in the business district as King Victor Emmanuel and Queen Elena arrived for the Rex liner launch. The blast wounded no one but caused panic and martial law measures with arrests as authorities searched the neighborhood.
The town buzzes over a hen in the Colton yard that cackles at 3:30 a.m. and spares the bird from execution due to its alleged beauty. Residents recall pigeons, the Start town, and a heavy watermelon ride, while commuters note Riverside line car 104 with its flat wheel warning.

A jury to try Col Luke Lea Tennessee publisher and three co defendants on conspiracy charges was completed at 10 26 am. Before the jury was sworn in the four defendants pleaded not guilty. The quartet includes Luke Lea Jr E P Charlet and Wallace B Davis. They are charged with conspiring to defraud Central Bank and Trust of 1 300 000 and misappropriation of funds from a bank that failed last fall. A 13th juror was selected to cover illness among the panel.
Civil aviation authorities report Clyde Pangborn and Hugh Herndon Jr forced a landing at Jictiegari about 150 miles from Kustanai in the Cossack Autonomous Republic. They landed at 8:30 a.m. Moscow time, 12:30 a.m. EST, during their round the world flight.
New Orleans Attorney General Percy Saint announced an ouster suit would be filed in civil district court on Monday to remove C. S. Barnett, registrar of voters for Orleans parish, after recent attacks on the registrar's office by voters hampered in a registration attempt. Shreveport reports Deputy Sheriff L. E. Plaisance returned from Mobile with Robert Nobles, charged as an accessory before the fact and a principal in a Louisiana Oil Refining filling station robbery last September 9.
Parish agent BE R Strahan reports boll weevil infestation rising across all wards from three to fifty one percent in cotton fields. He urges immediate action by farmers and outlines dusting options including hand mule cart and airplane units, noting airplanes are most effective in larger fields.
Webster parish District Attorney Robert F. Kennon announced a capital offense warrant against Roy Howard of Oklahoma, held in Shreveport, for entering a dwelling during an attack on 11 year old Portia Sue Norwood of Minden. Six burglary and six larceny charges were also filed in Minden. Webster Parish sheriff to serve warrants.

The Chicago crime commission issued a list of public enemies expanding the original roster headed by Al Capone. The 28 additions include alleged Capone lieutenant Joe Fusco and Moran faction figures, while the first roster remains partly active with several members jailed, slain, or awaiting trial. Capone himself remains free on $50,000 bond as he reevaluates pleas in tax and prohibition indictments.
Services were held at Central church for Pleas Townsend 19 who drowned while helping rescue Miss Graham at the Boeuf river near Gilbert and Wisner. John Hogan 21 aided the victim and Miss Graham. Townsend disappeared beneath the water as Hogan reached shore. recovery details noted local responders assisted but body had already been recovered.
Forty two witnesses were summoned for the Monday trial of the first case from the Pure Milk plant bombing on July 10 in Birmingham Alabama. The state indicated R A Bridges or Burge Gilpin will be tried first with a second trial set for Wednesday. Both defendants face murder charges.
A coroner's jury investigates the death of Dan P. O'Flinn 63 veteran Meridian Elks secretary whose body with lungs full of water was recovered from a four foot pond. A rope and bandanna bound his neck. sheriff labels it murder while inquest continues. witness reports and home clues add to unsettled case.
New York report says Admiral Richard E. Byrd is negotiating with the Soviet government for an icebreaker. Byrd declined to confirm any purchase, saying only that he has not purchased an icebreaker. He is on an island near West Tremont, Maine, and unavailable for further comment.
Secretary H G Hester of the New Orleans cotton exchange reports world consumption of American cotton at 11 856 000 bales for the year ending July 31 1931 including 811 000 bales of linters. Carry over into the new year is 9 130 000 bales with 420 000 linters and 786 000 bales in port stocks and afloat for Japan China and India. Exports total 6 927 425 bales up 74 783 from the prior year. Commercial crop totals 13 893 155 bales down 620 517 from last year. Southern consumption stands at 4 319 374 bales down 631 480 from last year and 1 303 891 from the year before. Additional data to follow in coming days.
In Johnson City Tennessee on August 1 Alfred A. Taylor former governor of Tennessee worsened after Friday operation at Appalachian hospital to treat a serious kidney ailment. Hospital attendants said he was unlikely to survive the day and had been semi conscious since surgery.
A cloudburst at Banklick Creek Kentucky sent a flood sweeping two women and three children to their deaths. From Latonia the victims were Mrs Iola Lucas and her seven year old twins Ruth and James. Two other women and a child were saved. Police and firemen recovered bodies downstream. The party had swum eight miles from Covington when the wall of water rose so high it nearly covered two parked cars.
Col Charles A Lindbergh and Mrs Lindbergh left Ottawa to continue their tour heading almost due north toward Moose Factory on James Bay. They met airmen to discuss northwest conditions and checked the plane at Rockliffe airport before departure. Weather was clear for the voyage east of Moose Factory.
Five shots were fired into Montgomery circuit judge Leon McCord's home last night from an automobile. McCord said no bullets hit his sleeping room and linked the attack to his anti slot machine crusade. Police recovered two bullets in a sill and three in a dining area and McCord pledged to continue his ward against illegal gambling.
In Jasper Alabama Aug Atkins 41 and his son Davie Atkins were held in Walker County on charges related to the slaying of neighbor Walter B. Mayers after a dispute that escalated from an argument.
