Berlin reports condemn the Rhine occupation as an unheard of action outside the peace treaty. Metz notes French troops on the right bank push about nine miles north of Frankfurt amid rain as ambassadors prepare to meet in London to act on the crisis.
The Home Realty and Development Company of Monroe leased an acre of land to the government on the Ouachita river at Monroe for storage related to Lock and Dam No 4. Captain J W Stewart oversees the project as part of the army engineers reconstruction effort. An appropriation of 500000 was allocated to the War Department for Ouachita river reconstruction this year.
The newly formed Monroe Automobile Association held a noon luncheon at Hotel Monroe with Mayor Burnstein and City Attorney Russell as guests. President Arthur King outlined plans to promote good roads traffic law compliance and community progress, pledging city cooperation.
Newberry of Monroe admitted defrauding clients by selling benevolent insurance through a Home Benevolent Association scheme. He received fifteen months in a federal penitentiary. In Washington on April 7 the United States France Britain and Italy pursue talks on the Ruhr crisis. State Department officials would not identify who initiated negotiations but confirmed a conversation is underway among the four nations.
Charles Stuits of 2617 St Ann Street was found fatally wounded with a broken spine in the House of Detention stable on Gravier near White. He died within minutes. Thomas J. Miller, a Black stable helper, confessed claiming he killed to save God. The assistant coroner suspects Miller is insane.
Oil and gas lease activity in Ouachita parish remains weak from earlier winter highs though several leases fetch notable sums. Joseph Frank Lewis transfers 120 acres to J B Henderson in sections 20 and 29 17TN 2E for 1000 dollars, James F Henderson sells 60 acres to E S Oliver in section T 17 2 for 200 dollars, W E Reeves conveys 90 acres to John F Burke in TI 1 EN 1E for 450 dollars.
L Kaliski disposed of Hart’s addition property in Monroe at a good figure. L F Wastoe bought lot two of square eleven for 6710 with 960 cash. The frontage is 37 feet on One street and 196 feet deep. Kaliski acquired the property in August 1914. A J Tippit sold to Mrs C J Duschesne lot three of Breck Fire of Austin and Etbey’s Fire Northern addition for 600.
Washington April leaders of Irish sympathizers announce plans to picket the State Department with banners citing Secretary Colby’s New York 1916 Easter Rising remarks. Police barred them from the British embassy, prompting renewed protest at the State Department as banners ready.
Dr. J S York of Rayville was acquitted in U S district court on a Harrison anti narcotic law violation charge. Judge Geo W Jack told the jury to find him not guilty as no evidence showed a law violation. The trial, begun last April and concluded today, ends a humiliating period for York and his supporters.
Belated returns from Monday's Michigan primary show Senator Johnson leading General Wood by over 40 000 votes on the Republican ticket. On the Democratic side Hoover and Lewis lead Governor Edwards by about 4 000 votes.
Rome editorial in Giornale d Italia backs President Wilson accusing him of militarism. It says France sending troops to German cities justifies his stance and that the move provides a clear example for Italy on resolving current problems.
Washington April 7 Benton McMillan United States minister to Guatemala issued a proclamation to Guatemalan people stating that backed by Cabreras constitutional rights there is no cause for a revolutionary measure The message marks the first public intimation that a revolt was being threatened in Guatemala.
Five persons were killed in Chihuahua City Mexico during election disturbances last Friday night according to Mexican sources. Reports say bandit leader Francisco Villa is moving northward with increased forces, his command split into three bands marching in separate directions.

A Missionary Centenary rally for Monroe district leaders of the Methodist Episcopal Church South will be held at the First Methodist church Thursday night at 7 30 o clock. State Secretary S S Thomas of New Orleans and Dr Shiplier, recently returned from China, will address the meeting along with other Methodist church representatives. The theme will be Making Good the Centenary and the missionary will describe Methodist work in China.
Eugene J. Stern of Mann & Stern will present final hotel plans and cost estimates to Ouachita Hotel Company directors at a Monroe Chamber of Commerce meeting at 9 50 tomorrow. A large U S contractor will accompany him to review six and eight story hotel costs and funding steps.
City Attorney Marty Russell will explain to Rotarians at noon tomorrow the status of municipal improvement bonds for 1 450 000. No public bids were received but officials have pursued private sales with bankers. They aim to fund electric light and power plant work and other projects, hoping local capital may assist to push important work forward.
