U S authorities acknowledged reports of a refugee flow from Red China into the Soviet Union along the frontier. They doubt a Sino Soviet war or immediate diplomatic rupture, noting tens of thousands possibly involved and citing refugee unhappiness with Communist Chinese rule.
The State Department said Kennedy’s reform stance in South Viet Nam remains unchanged. Officials rejected claims of a US concession to Diem’s regime and said no guarantee was given for releasing three Buddhist monks seeking asylum in the U.S. embassy in Saigon.
Chairman Richard Russell and two other Armed Services members announced they will vote against ratifying the treaty banning all nuclear tests except underground ones. Senators Stennis Thurmond Byrd and Alliott signaled opposition or doubt, with formal debate to begin Monday and a two thirds vote required for ratification.
French L. Smith, Utilities Commission general manager, is set at 12480 a year after a four year tenure starting at 7800. The commission reported a four percent raise for staff in the year ended January 31 1963, with Smith not receiving an increase that year. Coast Guard helicopter hoisted 53 year old Willie Wells from the tug Lisa R about 120 miles southwest of Pensacola Florida. Wells of Tampa Florida appears to have suffered a heart attack and was flown to Pensacola Naval Air Station hospital after the rescue mission originating in New Orleans with refueling at Biloxi and Keesler Air Force Base.

Doctors report in the British Medical Journal that a 37 year old Irish patient swallowed 144 metal items including 126 bed spring pieces two spoons and coins. He recovered uneventfully after surgery at St Finbarr's Hospital Cork with a second recovery after a later spring was removed.
Navy helicopters rescued 28 workers from two gales shaken towers off Cape Cod. Eleven choppers, Coast Guard planes, and three ships supported the operation based at Quonset Point. Workers from Lipsett dismantling firm hoped to return soon after safe landings.
Two twin engine bombers escorted by jets attacked a Cuban air force base near Santa Clara but were repelled by anti aircraft fire. The raid reportedly killed an air force teacher and wounded three of his four children as the aircraft fled over Las Villas province. Cuba blamed the United States and warned of serious consequences. It marked the fourth armed raid against the regime in less than a month.

A separate Wednesday hearing addressed reopening the closed schools as demanded by the NAACP Legal Fund on behalf of the case.
Neighbors in Albany suburb Delmar join eight families in four daily visits to aid Johnny Ward eight eight members aid his brain rehab after encephalitis damaged cells. The Ward family moved from Philadelphia last January and Johnny, 22, has improved with new therapy inspired by Dr Eugene Spitz.
Senate approved Kennedy job training expansion and literacy courses with a 41 26 vote despite Republican attempts to cut spending. The measure funds 322 million dollars through mid 1965, with two amendments limiting literacy eligibility to older dropouts and requiring six months out of school.
In Frenchtown, a group of youths fired shotgun charges into a house killing two people. Police took three suspects into custody and surrounded a night club where others were said to be holed up. The incident comes amid ongoing city tensions and follows a previous night of Negro disorders after a lawyer's home bombing.
