The Senate approved a $4 billion foreign aid measure with Kennedy's long term loan program while the House rejected the loans and passed a one year program. Conferees will work next week to hammer out a compromise between the rival versions as lawmakers seek a final arrangement.
Senate leaders filed notice Friday night they will suspend the rules Monday to attach a Civil Rights Commission extension to a $761 million State and Justice appropriation bill. The two-year extension would keep the commission alive past its November 9 expiry as part of an unusual procedural push.
Mrs Virginia Ferguson of Bastrop posted a 2500 bond after being charged by special FBI agent Joseph G. Deegan with embezzling 3090 dollars from Bastrop National Bank. The alleged theft occurred over three and a half years ending June 17 1961 with amounts ranging from 50 to 400 dollars on specific dates.
A Beech Bonanza flying from Dallas to New Orleans crashed in a pasture near Bunkie Louisiana killing Dallas couple Jesse S. McGee 42 and Joan 32. Eyewitnesses saw a wing fail and the craft nosedived in a clear sky. McGee was a partner at S M Equipment Co Dallas.
Two Northeast Louisiana State College students Shirley Gary of Sulpher and Carolyn Ann Oubre of Prairieville will serve as delegates to the Kappa Epsilon national pharmaceutical fraternity for women at the 40th anniversary convention in Iowa City from September 7 to 10. The Alpha Epsilon chapter members will attend along with awards say the Annual Awards Dinner will present the Zada M Cooper Scholarship Award the Key of Excellence Award and the Publicity Award among others. Kappa Epsilons return to the 1921 site at the State University of Iowa where representatives from the University of Minnesota and University of Wisconsin met with Iowa officials.
Judge Learned Hand, eminent American jurist hailed as liberty’s apostle, died at St Luke's Hospital at 89 after entering Aug 5. Appointed by Taft in 1909 he served 42 years on the federal bench, earning the title a judge’s judge and comparisons to Holmes Brandeis and Cardozo.
Bernard Baruch, 91, maintained his fitness with a morning swim at his Westbury Long Island estate. He then traveled to New York for a pre birthday news conference and rejected the label adviser to presidents. He spoke of peace and United Nations hopes and affirmed he would likely live life the same again.
NASA will skip further suborbital Mercury-Redstone flights and proceed to orbital flight tests this year. The agency says the two suborbital hops by Alan Shepard and Virgil Grissom provided essential data, and the program will focus on the orbital phase of Project Mercury and follow-on programs including Apollo.
Newburgh faced a temporary injunction after the state challenged the citys tightened welfare rules. Judge John P Donohoe ruled the plan likely violated state laws and ordered compliance pending a follow up order. Northeast Louisiana State College board reviews Friday bids for two residence halls and a student union expansion. Low bids come from W. C. Salley Contractor Monroe 416000 for the women’s hall and Jesse F. Heard & Sons Co. Inc. West Monroe 411305 for the men’s hall and 490861 for the union. Construction to start September with 1962 occupancy under a 1750000 loan via the Federal Housing and Home Finance Agency.
President Kennedy directs a 1,500 man battle group to bolster the U S garrison in West Berlin. Vice President Johnson makes a flying visit to Berlin to pledge American resolve as East German forces move into East Berlin. The force will travel 110 miles via the Helmstadt Berlin autobahn, reaching Sunday.
President Arturo Frondizi told Ernesto Guevara in a private meeting that Argentina supports the free world and rejects Communist subversion. Guevara, an Argentine-born Cuban economic chief, flew home via Brazil after the discussion. A bomb damaged an apartment house entrance tied to Guevara’s relatives, with no injuries reported. Armed forces leaders reportedly threatened to resign in response to the meeting.
