Washington officials report little progress in settling the dispute over eliminating locomotive firemen's jobs. The Labor Department braces to authorize emergency bus and truck service if the rail strike proceeds as called for at 12:01 a.m. Thursday.
Phnom Penh reports progress as advance elements push toward Taing Kauk, 47 miles north of Phnom Penh, after 10 days of stalling by North Vietnamese and Viet Cong forces. The operation aims to retake Taing Kauk and resume the push toward Kompong Thom and the heartland.
