AP reports President Nixon will announce a shift to a limited US leadership in Latin American economic development. He will frame policy as partnership rather than leader, while maintaining US interest in Latin affairs.
Washington AP reports Democratic leaders moved to shelve Nixon’s draft lottery bill likely until next year after the House passed the measure 382 to 13 and rejected opening it as a vehicle to overhaul the Selective Service Act. In Wisconsin, Milwaukee area bargaining yielded a tentative local UAW contract after a long session ending at 2:15 am.
Halloween traditions span from ancient Druids to modern protests. UNICEF marks 20 years of aid, aiming to surpass 3 million participants and 26.6 million dollars raised overall. Anoka Minnesota hosts a big Halloween celebration titled the March of the Little People. Monroe Fire Department tickets go on sale for the Thanksgiving Dance honoring former chief Frank Buehler. Proceeds fund firefighter insurance and emergency aid.
Postmaster R J Myers urges early Christmas mail to armed forces overseas and to U S civilians served by Army or Fleet Post Offices in New York San Francisco and Seattle. Deadlines favor surface mail by November 8 PAL by November 23 SAM by November 22 and airmail by December 13 for armed services.
Monticello ends Halloween activities with no tricks tonight after earlier UNICEF fund drive. Police chief Ferris notes limited trouble and three teens cleaning obscene soap writing on South Park Street. County vandalism reported with corn shocks tipped at a farm west of town.
The Monroe Jaycees sponsored a Halloween Parade and Party in the school gym. Judges awarded cartoons at the event. Robert Collins served as chairman of arrangements. The program was praised as wonderful with many in attendance enjoying the festivities.
Three Monroe adult Girl Scout volunteers Mrs George R Barry Mrs Edward Zupane and Mrs Alvin Kubly were honored at the Badger Council Fall Recognition dinner in Janesville with framed certificates as friends of Scouting The awards were accepted by Burton Bacon Joseph Urban and Mrs Hervey Hoesly Selected speakers and long service records were cited plus a 35 year membership badge for Mrs Norris Rowbotham of Walworth Attendees numbered about 120 with the program featuring a panel discussion by Monroe Senior Scouts and city leaders
Local drive aims to compile and publish mailing lists of area military members overseas. Deadline to submit addresses is Saturday November 7 in a box at Ruf's Confectionary on the South Side of the Courthouse Square. Promoters Marilyn Kubly and Bill Hawthorne lead the effort with youths Danny Mitchell and Steven Jacobson assisting.
