The Friday night death of Oscar Angelo, 64, of Milwaukee, raises Wisconsin’s 1971 highway death toll to 935. His car left Wisconsin 145 in Menomonee Falls and struck a tree, the accident occurring Friday night.
Gov. Patrick J. Lucey will decide by Wednesday whether to line item veto parts of the nearly $2 billion Wisconsin budget after legislative approval. He cited priority areas including state penal system reform court system reorganization consumer protection and environmental issues.
State Sen. James Devitt announced a Senate Health and Social Services Committee probe into abuses and misuses of funds in health care and welfare programs. The committee will examine nursing homes and the Department of Health and Social Services which licenses them. The Greenfield chair said bad homes exist because someone allows them to.
Erich Mildenberg of Silver Lake was nominated by Gov. Lucey to be state commissioner of banking succeeding Roger Heironimus. The confirmation rests with the Wisconsin Senate. Mildenberg, UW Milwaukee 1958 graduate, led Silver Lake State Bank circa 1970 and now consults for the bank. Heironimus has held the post since June 1968.
Federal charges name Gerald D. Gray 39 Milwaukee Roland W Lepak 35 Milwaukee Marvin Leonard 38 Schofield Ronald D Mittelsteadt 24 Merrill and Dennis J Henning 30 Wausau in a scheme to steal more than 30 cars in six months. Autos stolen in Chicago and Milwaukee were moved to the Wausau area where some were seized. U S Attorney John Olson notes the interstate sale of stolen vehicles.
Lancaster judge Richard Orton urged adding incompetence as a removal ground in the state judicial ethics code. He proposed an 11 member commission with more nonlawyers and a two thirds vote to discipline, while Chief Justice Hallows warned complaints could rise.
The Senate defeated a 2.9 billion dollar bill to extend foreign aid for two more years by a 41 to 27 vote. Nixon condemned the move as irresponsible, while Mansfield warned against extended debate if any effort to revive aid arises.
Governors in the South and other officials urged trick or treating today to avoid conflicts with Sunday worship and school the next day. North Carolina and South Carolina leaders announced Sunday observances while Georgia Florida and Alabama followed. Minnesota Governor Wendell Anderson faced protests over an earlier Sunday plan and urged safe behavior. In Madison Wisconsin Gov Lucey named three officials to the Council on Highway Safety with two reappointments.

The 1st Circuit ordered an indefinite suspension of the federal grand jury probing Pentagon Papers publication citing congressional privilege for Sen. Mike Gravel. A hearing is set for Thursday as questions about Gravel's aide and MIT Press head are raised.
The Washington correspondent of the Daily Express notes bitterness toward small nations that opposed backing Nationalist China while admitting Communist China. The Guardian calls the Senate action isolationist, warning the effect on some countries will be serious. Tokyo Foreign Ministry officials say a substantial cut in U.N. aid would be a serious problem for Japan and other Asian recipients.
Milwaukee authorities nabbed two duck hunters in a 14 foot boat 700 feet from shore on Lake Michigan. Police seized their weapons and issued citations for alleged municipal gun control violations though no ducks were confiscated and no hunting violations were filed. The DNR says hunting on the lake is allowed 500 feet from shore but police say the boat remained inside city limits.
