President Nixon tightens final preparations for a major Vietnam address to push for a cease fire and POW freedom. He may announce ending U S ground combat role by mid next year and present a new peace plan at Paris with enemy envoys on Thursday.
Congress will recess a week from today and reconvene November 16 for a post election session described as a disaster by both parties. The lame duck session will be first since the Korean War era with pressure mainly from the House as all 435 seats are up for election on November 3. Senate leaders Mansfield and Scott warn quorum will be hard to reach before October 14.
Vice President Spiro Agnew lauded Nixon as a prime mover in ousting liberal radicals at home while praising the end of a delicate European mission. Senate leader Hugh Scott sat at the head table as Agnew jabbed at critics amid campaign chatter.
Paris 1961 memoir excerpt recounts De Gaulle telling Kennedy any intervention in Indochina would be an endless entanglement. The book Memoirs of Hope notes Kennedy arriving May 31, 1961, in Paris lively yet politically divided talks follow on policy differences.
Allied forces report 82 Viet Cong and North Vietnamese killed in small ground actions in South Vietnam. An American pilot died in the crash of his U S Air Force propeller Skyraider plane in Thua Thien province. Twenty one enemy mortar and rocket attacks were recorded in 24 hours, mainly in the Mekong Delta.
Gov Warren Knowles proclaims October 4 to 10 Protect Your Child From Strangers Week. Monroe Jaycettes with Monroe Police Department present Patch the Pony safety program to kindergarten through second grade across schools. The program uses a film strip and animated pony to teach children how to avoid strangers, with Jaycette and police members delivering the safety message. Co chairmen are Mrs Greg Wenger and Mrs Eugene Dawson, with committee members listed. The program runs from September 30 to October 16.

Wisconsin took the top State Herd Award at the World Brown Swiss Show in Madison with Voegli Farms earning Premier Breeder and Exhibitor honors. The World Premier Holstein Sale set a world record average of 5837 dollars with top price 40000 dollars for Gray View Coral Shamrock. Wisconsin exhibitors and buyers featured prominently in the Brown Swiss and Holstein events.
Monroe plans a spring start for expansion of its disposal plant with Davy Engineering of LaCrosse stating plans should be ready by December 15 and bids expected late March or early April. The project costs about 851000 dollars with 50 percent federal and 25 percent state funding. A possible 5 percent state bonus could cut Monroe’s share to about 170000 dollars. A temporary holding pond will be built to prevent downstream overflow and the plant will be larger but more efficient with water safe for livestock.
Robert Collins and Roger Schwaiger were named general co chairs of the United Fund drive in Monroe for October. The campaign seeks increased gifts to meet a 13 percent budget rise with the March of Dimes added as a participating agency and a November 2 canvass led by Mrs Sanford Wahl.
