Karen Blanchard, 29, of Racine Wisconsin, died Thursday after a two car collision at a highway intersection in Rockford Illinois. Her husband Richard Blanchard was hospitalized in serious condition.
The citizens study committee on offender rehabilitation will hold a two day session in Racine on December 1 and 2. It will consider recommendations covering police practices institutional conditions and rehabilitation procedures. Interim recommendations are expected to be adopted. Sub committees from 11 Wisconsin areas are submitting the proposals.
Wisconsin Revenue Department says next week's distribution of 1971 tax refunds to 1,900 local units will be about 1 million below last year. Personal income tax receipts rose, but a 7 million drop in corporation taxes offset gains. Milwaukee County towns see a 2 million cut. River Hills and suburbs gain per capita due to higher resident incomes. The revised 1911 sharing formula aims to reduce disparities and ease property taxes.
Two deer hunters died of gunshot wounds on Thursday, bringing Wisconsin's deer season death toll to 16 since opening weekend. Among the dead, 15 year old Robert Clark of Chippewa Falls was shot during a hunt with seven men in Chippewa County, with no clear shooter identified. Stevens Point resident Mike Mulhern, 28, was killed in Marquette County after being mistaken for a deer.

The Justice Department will file suit today in 12 East and Gulf Coast ports to force 45,000 striking dock workers back to work under Taft Hartley. Authorities searched by ground and air for a middle aged man in a suit and raincoat who parachuted from a Northwest Airlines 727 with 200000 dollars. The hijacker used the name D. B. Cooper but is likely long gone, as helicopters scanned timberland around Woodland north of Portland.
