AP reports Carter plans a nontraditional staff with three top aides who share duties and direct access to the president. Former Georgia aides describe a hands free, open flow system built to bypass rigid gatekeeping, while cautioning Washington scale may require a traffic controller to manage access.
At the 85th Wisconsin Cheesemakers Assn. meeting, executive secretary Roland C. Behle said dairy farmers blocked a check-off advertising plan in October. The plan would divert wholesale profits to promote dairy products, a move opponents warned should be funded by dairies and retailers.
Wisconsin DNR told sponsors of the 1.4 billion dollar 800 megawatt Koshkonong nuclear plant to seek another site. Officials cited excessive water use from Lake Koshkonong and water quality concerns, urging study of Rudolph or Haven sites instead. The letter to NRC criticized the agencies impact statement and warned permits would be hard to obtain.

Terry Pickett and Craig Edler of Black Hawk High School FFA receive the American Farmer Degree at the National FFA Convention in Kansas City. The Black Hawk Chapter also earns the Gold Emblem Award and Legion of Merit Citation for alumni leadership efforts.
