Rep. Gardner Withrow, a La Crosse Republican, defeats Norman Clapp, a Lancaster Democrat, in yesterdays election across 401 precincts. Withrow's 47,486 to 44,967 margin follows Clapps former secretary to Sen. LaFollette Jr. and notes Withrows House service from 1931 to 1938 and again since 1948.
