Sen J W Fulbright of Arkansas splits from Southern Democrats and says he will return Judge G Harrold Carswell to committee for further Senate consideration. The move aids opponents seeking to kill Nixon nominee.
The Army filed murder charges against three enlisted soldiers for the My Lai killings in March 1968. Spec. 4 William F. Doherty, 21, of Readville Massachusetts, Cpl. Kenneth Schiel, 22, of Swarts Creek Michigan, and Spec. 4 Robert W. T. Souvas, 20, of San Jose California face one murder count each. The AP report also notes TAA pickets at UW later withdrawn to allow firefighters to attend a conference.
U S Coast Guard officers in Phnom Penh supervise potential release of the hijacked freighter Columbia Eagle. Cambodian leaders show no signs of releasing the ship. Experts warn high heat may trigger explosions from 500 to 750 pound bombs aboard.
George C. Wallace seeks a new term as Alabama governor challenging incumbent Albert P. Brewer. Brewer, once an ally and 1968 elector, now leads a strong bid. A loss could undermine Wallace nationally and in Alabama politics.
At the 60th Paris peace talks session, Saigon proposed returning 343 seriously ill or wounded prisoners to North Vietnam without condition. Nguyen Xuan Phong read the offer, urging Hanoi to accept or provide family reunification facilities. North Vietnam has not publicly responded.
Madison Local 241 of the United Federation of Postal Clerks with 330 members votes to support a national strike if called but not to join a wildcat strike and will not cross other unions picket lines if a strike occurs.
A new mediation effort to avert a nationwide rail strike is expected soon. AFL-CIO Sheet Metal Workers leader John W. O'Brien and negotiator J. P. Hiltz Jr. offered to negotiate before the House Commerce Committee after the union rejected last December's agreement. Chairman Harley O. Staggers said he would seek Labor Secretary George P. Shultz to arrange new talks to end the 15 month dispute.
Two TB prevention programs will be held in Monroe at a nursing home and Oaktron Industries on March 31 and April 3. Residents and employees will receive tuberculin skin tests, chest x‑rays, and follow up INH medication where prescribed. The events are free through Christmas Seals with medical staff from Pinehurst Clinic and the WTRDA coordinating with local health groups.
Albany Civil Defense will test signals for three consecutive Friday evenings from March 27, 6 to 6 15 p m. The tests follow a card order excluding the fire siren. Rock County authorities report a 14 year old in Orfordville sold 13 pills claimed as narcotics to a high school pupil. The pills, traced to a grandmother's medicine cabinet, were not yet analyzed and no charges have been filed.

The postal strike ends as negotiations continue between Postmaster General Blount and postal unions. Troops and National Guardsmen are withdrawn, with about 10 000 kept on standby. Congress debates to delay pay bills until a settlement emerges, while officials say action could hinder talks. The strike began March 18 affecting up to 180 000 workers.
