Uncertain reach of new labor law and agency changes
The passage outlines parts of a new law set to take effect 60 days after a veto override. It details unions facing unfair labor practice prosecutions, bans on closed shop agreements, curbs on political activity, and a larger national labor relations board. It notes the old conciliation service is replaced by a separate federal mediation and conciliation service. Supervisory workers are excluded, and the act excludes agriculture domestic service and some government roles. A major open question concerns applicability to construction trades and unions.
