Broad new labor peace bill proposed in Congress
Congress drafts sweeping labor reform patterned on the railway labor act. Senators Hatch Ball and Burton propose a federal labor relations board and an unfair labor practices tribunal to replace wartime structures, with compulsory arbitration and preserved right to strike but court-backed enforcement for public hardship issues. The measure reshapes the Wagner act rules and sets new thresholds for closed shop participation.
