Assembly rejects Kohler merger plan for UW system

The Assembly voted down Gov. Kohler’s plan to merge the university and state college boards, adopting Speaker Catlin’s amended coordinating plan instead. The Catlin plan keeps two regent boards with a joint committee on budgets and building needs, preserving separate authority for UW and state colleges. If anything, it signals only a partial step toward Kohler’s aim of a single university setup, with continued debate on efficiency and local control.
