Wisconsin education problem cited by Dr Baker
Milwaukee Teachers college president Dr Frank E Baker said Wisconsin faces a special problem in unifying control of public education. He noted separate controls create competition, wages lag national average by 79 dollars, low state tax revenue share, and only 66.3 percent of high school aged children enroll in high school. He urged district consolidation to create larger schools and improve rural education.

Tojo to Plead Immunity For War Leaders At Trial
Hideki Tojo will assume responsibility for starting the Pacific war. His defense argues international custom grants immunity to Emperor Hirohito and wartime cabinets. Dr. Ichioru Kiyose says the Allies cannot indict the emperor or call him as a witness. The defense contends the war was defensive, not conquest, while acknowledging government views differ.
