The Dow Jones industrial average rose to 674.01, up 4.65 points at noon. Analysts cited short covering in glamour stocks and President Nixon's move to prevent a nationwide rail shutdown.
President Nixon told Congress a new era begins with Indian acts and decisions as he proposes legislation to empower tribes to take over and operate federally funded benefit programs now run by government employees. In separate briefs from AP reports, four other national items cover gun violence in Asbury Park, Bangkok’s crackdown on ThaiCommunists, and a Chicago bus shooting death.
U S helicopters and ground units engaged a North Vietnamese force near Khe Sanh in a seven hour battle three miles from Laos. Officials said up to 126 enemy killed while U S losses totaled two killed and six wounded.
Some 3,500 youths from Wauwatosa Waukesha Richland Center Marshfield and Fond du Lac are stranded in Europe after a Cincinnati based tour group filed for bankruptcy. A spokesman said an airlift home was arranged for students in Paris Rome Cologne Geneva Vienna Athens and parts of Yugoslavia.

Madison, AP Antonion M Callender, 25, a University of Wisconsin student from New York, was sentenced Tuesday to three years in the Green Bay Reformatory after being convicted of possession of heroin. Dane County assistant Dist. Atty. Michael Zaleski said Callender admitted earning $500 a week selling drugs.
In Rockford Illinois two 16 year olds Art Williams and Herman Clark were killed by gunfire as they left a west Rockford apartment building in the Washington Park area. Walter Mayhorn also 16 was listed in critical condition at Rockford Memorial Hospital. In Washington U S Soviet talks Ambassador Jacob Beam plans to see Soviet Foreign Minister Andrei Gromyko soon to boost high level talks.
Gyorgy Torgyik a 26 year old Hungarian emigrant arrived last Thursday to join the Burnette Burkhalter farm on Route 1 Browntown. He uses a tape recorder to learn English and has received aid from Helen Gyure of Monroe. Previously he worked on his family's farm and in construction after leaving Vienna where he saw a work sign and spent ten months in Camp Traiskirchen before being placed by Lutheran World Federation Relief.
Five candidates filed for three District 12 school board seats ahead of the annual meeting Monday July 27 at 8 p.m. Incumbents Lewis Burke and Robert Siegenthaler filed for re election while Hazel Stauffacher did not. Newcomers are Donald Ruf Harry Salathe and Ralph Whalen.
Lafayette Agricultural Agent Charles Hartman announces a Twilight Meeting on Weed Control in Corn led by Prof Ron Doersch of the University of Wisconsin. The event July 10 at the John Metcalf Farm south of Shullsburg reviews 17 herbicide treatments and field plots with 60 commercial hybrids for observer farmers.
President Nixon orders UTU members back to work for 60 days under emergency provisions of the Railway Labor Act. An emergency board will study re employment of firemen on diesel engines while most picket lines come down across 16 states, though Pensacola still sees a strike.

Gary Bellows of Monroe faces homicide by intoxicated use of a vehicle in the Parmer family deaths near Brodhead on November 21. He appeared in Green County Court with a preliminary examination set for July 22 and bond at 2000 dollars. The Parmer victims include Robert J. Parmer 42 Marisa Parmer 37 and their son Robert 10 Sally Parmer 14 died after the crash and three children were hospitalized for extended periods.
Delbert Heins buys Strickler's Market meat enterprise from Palmer Strickler of New Glarus and will continue selling Strickler meats and sausages. Heins, longtime local butcher, began cutting meat in 1955 and has held various meat department roles before purchasing the business. He is married with two daughters and plans to keep the PDQ counter operating.
E B Lux 1621 8th St elected by city aldermen to replace Jerry Coplien as seventh ward alderman in Monroe council meeting. Lux district manager for Sahara Coal Co has lived in Monroe since 1939. wife Emmeline is a high school IMC librarian. Coplien resigns after starting fourth term.
