In Saigon and Hue, Buddhist protests escalate as about 800 monks and followers clash with paratroopers and police. A monk slashed himself and, amid hunger strikes, demands Premier Tran Van Huong resign. Demonstrations target the U S Embassy and demand an end to U S support.
In Selma Alabama about 100 Negro schoolteachers tried to enter the Dallas County Courthouse with Dr Martin Luther King Jr leading the effort to register voters The sheriff and deputies repelled the group on three attempts as the voter registration board was not in session King returned to Selma and called the demonstrations the movement's most significant act to date.
A winter storm blankets Green County with 2 to 4 inches of snow, sleet and ice as crews work since 4 AM to keep roads passable and utilities stable. The northern area around New Glarus sees higher accumulations, while Monroe reports several weather related accidents. Electric lines face risk from continued sleet and rain, with one Jordan Township outage from a falling limb. Traffic curtailments and event cancellations ripple across Wisconsin. He succeeds Robert Lindenau, who moves to Janesville as Central Division manager. Mossman’s career spans Dane County to Baraboo and Monroes, with roles in engineering, district management, and chamber activity. He is a registered Wisconsin professional engineer, married with five children. Lindenau served as Northwest Division manager since 1964 and will shift to Portage, Baraboo, and Tomah districts.

New York dockers agreed to contract terms ending the walkout that disrupted Atlantic ports from Boston to Virginia. The stoppage entered its 13th day as major ports from Boston to Virginia lined up to resume normal operations under the negotiated terms.
