Governor Nelson's 218 million second year budget for 1960-61 was killed by a 19 to 14 vote in the Wisconsin Senate, ending the Dem plan and leaving last July's appropriations in place. The move delays full fiscal plans and may trigger new taxation as lawmakers recess until May or June to readdress state needs. Nelson called the action a spite vote born of partisan obstruction and warned the token 1960-61 budget would be unfit for use.

Madison Bank Teller Threat Sparks Extortion Probe
Madison police pursued a possible extortion case after a bank teller received a call demanding 7000 in small bills to spare his wife from harm. A man posing as a telephone lineman instructed the teller to leave the money at a University avenue apartment, while another messenger attempted a package handoff. The line was later determined to be a hoax and no harm occurred. The investigation continues to identify the caller.

St Norbert Team Bus Stalled by Snow Overnight
The St Norbert College basketball team spent six hours stranded when a snowstorm halted their bus at 1 30 a m near Hazel Green. Twelve players coach Romy Kosnar and two others were en route from Whitewater to Dubuque for a Loras College game. The bus was cleared at 7 30 a m.

Edgar J. Withers a 29 year old father of four from Wisconsin Rapids admitted to authorities that he staged an abortive holdup at Bancroft State Bank on January 5.
