Chicago Plans 15 Year Drive To Solve Social Problems
Chicago outlines a 15 year, 6 billion plan to revamp neighborhoods, housing, schools, parks, transit, and the central core through 2000. Mayor Daley endorses a practical design for Chicago ahead with open housing, fair housing laws, and targeted redevelopment to balance racial change and keep white families from leaving. The effort calls for federal and state aid totaling about 400 million yearly, aiming to attract diverse, younger families while expanding opportunities citywide. The Near West Side features complex needs from prior unrest, shaping early zoning and housing efforts.
