Conservatives oppose a budget plan moving through the legislature arguing it rewards big spenders and delays a tax sharing amendment by Sen. Milo Knutson. The plan would create a local revenue resources committee to study redistribution and report to the 1973 legislature while budget talks resume between the Senate and Assembly.
Gov. Patrick Lucey ready to force UW to operate at 1969-71 appropriation levels if it opposes merging with the state universities system. Assembly Speaker Robert Huber said Lucey may line veto the 1971-73 budget unless the university submits to merger. The governor seeks a unified higher education system through budget or separate legislation.
In Madison the Wisconsin Assembly approved two measures from Gov. Patrick J. Luceys environmental package as the first batch of antipollution and environmental bills. One bill, by 857 to pass, requires state agencies to weigh environmental impact of highways dams and similar projects. The other, 79 to 13, lets the Department of Natural Resources deny a dam permit if major environmental degradation would occur.
Public school teachers in Wisconsin would receive last year's salaries while the Nixon wage price freeze remains in effect. Wages for other teachers would stay frozen at pre August 15 levels unless already on payroll before the freeze was announced, state superintendent William C. Kahl said. He had no written confirmation from the Office of Emergency Preparedness but called it the general consensus.
The Wisconsin state universities system cut planned increases to match the wage-price freeze. Students pay last year's tuition during the freeze, reducing 1971 72 rates by 15 to 24 dollars for Wisconsin undergraduates and graduates and 34 40 dollars for nonresidents. UW officials planned a prorated schedule for regents review.
Washington AP reports Louis R. Bruce, head of the Bureau of Indian Affairs, is seen as sympathetic to Wisconsin Indians seeking 6000 acres of the Chippewa Flowage returned. Bruce previously voiced support in this land claim and related disputes. The Lac Court Oreilles and others seized the Northern States Power Co dam at the flowage near Winter to protest license renewal. If Bruce rules for the Indians, Congress must decide whether to return land or extend the utility’s license, amid a 50 year old dam established in 1921.
The US attorney asked the court to seize about 3000 pounds of cheddar from L. D. Schreiber Cheese Co. in Green Bay. The petition, for the Health, Education and Welfare division, cites six drums shipped from Ridgeway Cheese and Butter Co. in Ridgeway, Iowa, as contaminated but gives no details.
AFL-CIO leaders George Meany and Leonard Woodcock plan a joint campaign in Congress and on picket lines to oppose Nixon's wage price freeze. The group, along with 100 lawyers from major unions, will study court challenges and possible grievances to protect wage and benefit increases during the freeze.
A lightning hit at 4:55 p.m. damaged a 16 foot high transformer at the South Monroe Substation. A Beloit standby unit was moved in and power returned by 6:45 p.m. Walter J. Wilzewski heard a click before the strike as crews rerouted load to the downtown substation.
President Nguyen Van Thieu told provincial officials and campaign aides he will run for re election on October 3 even if unopposed. The government news agency said voting would proceed as scheduled and Ky remains on the ballot amid talks of a contested appearance though Thieu is the only active candidate.

Bus drivers may use hand signals. do not treat them as signals to proceed. Exercise caution during morning, noon, and afternoon runs.
