The government reports July living costs rose only 0.2 percent the smallest gain in six months as clothing and transportation costs declined while food housing and medical care edged higher. Wages for about 45 million workers fell 35 cents to 127.22 weekly.
State official blasts six month delay as Gov Lucey orders new environmental reviews for I 57 from Milwaukee to Green Bay. Route via Kettle Moraine faces conservation opposition over Cedarsburg Bog and public hearings. Federal 90 percent funding requires hearings and impact statements by July 1 1973 and contracts by July 1 1975.
Wisconsin state treasurer Charles P. Smith called President Nixon's wage-price freeze a slap in the face of American laboring men. He told Washington County Democrats the policy favors big business with tax write offs while harming workers. Smith charged the president aims to deny strikes and protect Lockheed and other big profits at workers' expense.
Gov. Patrick J. Lucey announced that savings across state agencies will total at least 1.8 million by year end. The Department of Transportation saved 750 628 by extending license plates life. The University of Wisconsin system saved about 250 000 through food and dietary service changes.
The 1971 Wisconsin traffic death count reached 642 after a Dane County one car accident in Madison killed Peter Ciulla 23 and a three car crash in Germantown near U S 41 killed Patricia DeLand 49 of Visalia California.
Wisconsin State Fair dairy events showcase Guernsey and Brown Swiss cattle with a parade of 123 Guernsey entries while Brown Swiss offerings total 59 head. Judges tie on top citations for the first time in the fair’s 122 year history as attendance trails last year but seven day total reaches 727061.
Authorities and volunteers picked up a dawn search for 3-year-old Mark Kuhn after a night pause to rest bloodhounds. The boy, son of Mr and Mrs David Kuhn, was last seen Wednesday night by his 13-year-old brother Greg. The family moved from Mankato Minnesota to Racine for Kuhn to take a teaching post at the University of Wisconsin Parkside.
Lt. William L. Calley Jr. saw his life term for the My Lai massacre reduced to 20 years by Lt. Gen. Albert O. Connor as the first governor in the military review. Calley remains confined at Ft. Benning Ga as President Nixon plans a personal review of the case.

Bolivia’s leftist government mobilizes as rebels seize the east. Labour calls for emergency recall to debate Northern Ireland. Organized labor demands tighter controls after denouncing the wage price rent freeze. AFL CIO Chief George Meany leads a broad attack arguing the policy halts wage increases but does not stop inflation because many prices remain unfrozen. Teamsters mostly oppose the move.
Milwaukee Sentinel reports a random 100 person poll showing 64 percent support Nixon 90 day wage and price moratorium to cool inflation. It also finds 81 percent support the 10 percent import tax, and 77 percent back cutting foreign aid for economic reasons.
Pentagon officials deny defeat as Melvin Laird resists a Treasury push led by John Connally in a wage freeze standoff. Laird, long seen as Nixon confidant, loses some influence to the newer Cabinet member Connally in this open test of authority.
