As Aug 23 schedule outlines first day details at Northside Elementary and all schools. Kindergarten starts Aug 26 while grades 1-12 begin Aug 25 with rotating report times and homeroom assignments. Cafeteria service begins Aug 26 with lunch prices set at 30 to 50 cents, plus various student fees and optional insurance.
Rep Vernon Thomson warns the proposed administrative merger of Wisconsin colleges would strip schools of independence. The former governor criticized Gov Patrick Lucey’s plan as sprung on the legislature and called the non negotiable demand absurd. He urged thorough study of potential problems.
Gov. Patrick J. Lucey said he will invite state university system executives to explain recruitment and follow-up after charges of institutional racism. He plans to summon executive director Eugene McPhee and some regents to discuss the issue and regional recruitment patterns.
The Senate Judiciary Committee endorsed a plan to drop juries in some cases and reduce the traditional 12 member juries to six in others. It also backed emergency government powers for the governor and a records check for programs receiving state aid, while rejecting a constitutional amendment to abolish secretary of state and state treasurer offices.
The Madison Peace Post of the Veterans of Foreign Wars has its suspension extended to Oct. 8 after a trustee notified the post. The extension follows a dispute over a national VFW resolution backing the Vietnam War and amid protests and a threatened name change to Peace Post. Spokesman Mel Cohen said the unit will appeal to the national convention opening in Dallas.
The U S government plans a larger share for a new Mississippi River bridge linking Prairie du Chien Wisconsin and Marquette Iowa. Federal funding would rise to 75 percent as the bridge is deemed obsolete, with Wisconsin and Iowa portions totaling about 8.56 million dollars. Work could start in 1972 on a 700 foot downstream span replacing the flood hampered existing bridge.
A six member conference panel was formed to resolve differences between Senate and Assembly versions of a constitutional amendment to legalize bingo in Wisconsin. The Senate seeks broad legalization supervised by the state for non profits. The Assembly favors a restricted version allowing bingo by religious political fraternal groups veterans and volunteer fire departments.
Religious clashes erupted in Londonderry and Belfast as Catholic and Protestant groups clashed after internment escalations. In Belfast five more killed, total this week 23, as 12,500 British troops moved to restore order. IRA said low on arms amid dawn sniper fire and fires.
AP dispatches note that leading Democrats welcomed New York Mayor John V. Lindsay to their party yet showed little enthusiasm for him as a 1972 presidential candidate. Other AP briefs cover China espionage claims before Congress, a Senate subcommittee life-death toll estimate for Communism, and Vietnam war attacks near DMZs.
The General Telephone Company of Wisconsin seeks higher rates to fund expanding service in Belleville Brooklyn Brodhead Orfordville and Argyle. Filing on July 22 cites rising operating costs and insufficient revenue to cover growing construction plans including 1970 1971 and 1972 outlays and large capital needs. A public hearing is set for October 12 in Madison with possible continuation on October 13 and 14.
The Southern Wisconsin Citizens Radio Net hosts a CB Jamboree at Monroe Senior High School from 9 a.m. to 5 p.m. Grand and door prizes, dealer displays, and a turnout sponsor the civilian radio event. About 1,000 attendees were present in 1969, with funds aiding club equipment and emergency radio support in Green County.
In Madison Wisconsin a gold and brown necktie found in a Dane County cow pasture became potential evidence in the search for two men suspected of robbery. Deputies photographed the tie from all angles and a lab team secured it in an evidence container. Officials confirmed the tie belonged to Sheriff Jack Leslie connecting it to the investigation.

Rep Norman Anderson proposes 714 million in rebates to localities at 35 per capita over two years with extra aid for high mill levies.
