Texas proposed amendment to dedicate excess tax revenue to water funds
House Joint Resolution 6 seeks a constitutional change to dedicate one half of excess state tax revenue above the spending limit to water resources and flood control programs, with the rest available for other purposes. It would create a water bond guaranty program up to 500 million dollars and allow guaranteed bonds with up to a 12 percent net interest rate, subject to law. The measure authorizes the Texas Water Development Board to administer funds, loans to local governments, and grants for flood control planning, storage, and water quality projects, while limiting use of water funds to protect basin-origin water requirements for 50 years. It notes existing Texas water bonds and rising regional needs amid federal funding declines. Continued on page 8.
