Texas lawmakers push statewide oil field theft crackdown
Officials from six oil and gas groups unveil a statewide theft reporting program aimed at cutting a 100 million dollar annual loss. Exemption bid on windfall tax falls in Senate committee
The Senate Finance Committee defeated the 1,000 barrel exemption from the windfall profits tax for independent producers and royalty owners by a 6 to 8 vote. Five Democrats and one Republican supported the exemption. Reagan administration opposes the exemption, aiming to preserve revenue to cut the budget deficit. Senator Lloyd Bentsen plans to reintroduce the measure on the Senate floor soon, while PBPA and other associations push Washington to pass it. The committee did approve a phased tax reduction for newly produced crude oil starting in 1983, with rates dropping from 30 to 25 percent and eventually to 15 percent by 1986. The bill, not yet signed into law, includes a six month oil field equipment anti theft program by PBPA and six regional groups.
