Joint liability for spouse in Missouri court ruling

In Charleston West Virginia March 3 heavy snow and flooding left the city submerged with heat and light cut off. The Mayor and relief parties scrambled to aid residents as gas and oil supplies failed and drunkenness rose. Saloons were ordered closed but liquor circulated. The Governor traveled from the Executive Mansion to the Capitol Building through rising water. The courthouse and city hall were surrounded by floodwater.

Jefferson City March 8. Representative Nicholas of Nodaway introduced a bill to curb lynchings requiring sheriffs to protect prisoners from mob violence using a 38 caliber revolver and 50 cartridges with other necessary weapons. A penalty of 500 dollars or dismissal from office is proposed.
