Washington Sept 10 The president announced promotions in the diplomatic service. John W Riddle Minnesota becomes consul general and diplomatic agent at Cairo replacing the late John G Long. Spencer F Eddy Illinois moves from Constantinople to first secretary of embassy at St Petersburg. Peter A Jay Rhode Island advances to first secretary in Constantinople. Ulysses Grant Smith Pennsylvania becomes second secretary of legation at Constantinople.
President Roosevelt arrived in Hoboken at 7 15 this morning on a Delaw are Lackawanna special from Syracuse. He was met by Jacob Riis and Dr Stokes then moved by tug Scranton to East River ferries where crowds cheered his greeting. He spoke of decent citizenship and happiness while noting Riis practices. Arrangements were made for the presidential return to Washington on September 28.
