George A. Silsby presents a set of policy suggestions to Mitchell's City Council outlining fiscal prudence, licensing controls, street lighting, sanitation, water needs, fire department support, a new city hall, and school investment with a pledge to enforce laws and govern honestly.
A signed statement explains the cancellation of a Drake University Mitchell meet. Citizens backed a guarantee. Drake balked after word that the Dakota University Athletic Association might not guarantee expenses. The authors cite efforts by Coach Cropp and T. C. Burns to lower costs and note tickets nearly covered expenses. They reference Prof. T. S. Graham and signatories T. C. Burns and Geo. R. Douthit.
The state land department received patents for 21 552 acres of land in Sully and Hand counties from the general government. Of this 17 786 acres are school indemnity land including the Ft Sully reservation in Sully county, and 8 816 acres are agricultural college land in Hand county. Seventy four patents were issued to purchasers who paid in full, led by Yankton with 24, McCook 19, Minnehaha 14, Brookings and Lincoln 4 each, Codington 5, Roberts 2, and single patents to Lake and Hutchinson. A loan of 225 from the permanent school fund was applied for from Butte county.
