Legislature to act with wary inactivity in South Dakota
The statehouse in Pierre opens with a modest agenda and broad expectation of restraint. Voters foresee few major laws beyond a possible new primary system as lawmakers face costly travel, weak oversight, and a history of hurriedly passed bills. The piece notes 400 laws last session and criticizes careless drafting and expenses borne by members. It questions efficacy of a legislature dominated by a few paid lawmakers and highlights wartime pressure on allies in Germany.
