Vladivostok, once a lively port city, enforces an imperial order against liquor. Vodka sales vanish through strict enforcement, with bootlegging suppressed and prices prohibitive for common people. Cafes serve ginger ale and tea while waiters screen customers. The banking sector notes rising savings, and residents foresee a permanent prohibition, praised by local women for food and family benefits.
