Germans Denied Naturalization Papers War Powers Block Immigrant's Claim
Joseph Cermack, a German-born applicant in a circuit court, is refused naturalization papers due to a war with Germany. Judge Frank B. Smith notes no papers can be issued while the nation is at war, though the case may be clarified by a test action in St. Paul. The ruling does not bar first papers for enlistment. Separately, Spencer plans to vote on incorporating as a city to enable public works and sewer improvements.
