Scarcity of labor slows New York highway work plan
War draining Italian and other foreign laborers to Europe leaves New York State highway crews short. Secretary Irving J. Morris says 30,000 workers normally help May to December, with pay around $1.75 to $2. The shortage affects road repairs and the goal to match last year’s 1,000 miles of macadam. Railroads lure workers, and American laborers are scarce for outdoor highway tasks. The war’s end is needed to restore normal conditions.
