In Los Angeles a husband and wife argued over buying a car. The wife discarded their $2,500 savings in a sack from a car window into a storm drain. Despite efforts with sticks and a plumber’s snake, the sack flushed away as rainwater carried it off. The couple left in their old car.
Congress passed a farm bill described as a partial victory for the administration. The Senate approved 52 to 41 after a close House vote, with 34 Republicans and seven Democrats backing it. The measure includes a permanent wheat program, a one-year extension of the voluntary feed grain retirement plan, and expanded authority to aid rural areas, but leaves out a feed grain and milk control program. The wheat plan starts in 1964 pending grower referendum approval and assigns farm specific bushel certificates, shaping future production and price support.

Havana officials hailed Fidel Castro's pact with the Soviet Union to finance and build a large fishing port for Russian trawlers. The plan includes docks, freezing facilities, refrigerators, and a radio station with a 12 million peso project funded by a 6 million peso credit over ten years. Castro said Soviet trawlers will use the port for a decade and that a Cuban Soviet Atlantic fleet will be based there.
Billie Sol Estes, longtime farm finance figure, will not face a jury until October 22 as Judge Otis T. Dunagan grants a defense request citing many key witnesses unavailable. Oxford AP bulletin reports Negro James H Meredith blocked by officers at the University of Mississippi gate. The road into the wooded campus was blocked by three highway patrol cars as Meredith arrived in a five car caravan from Oxford after a trip from New Orleans to make a third enrollment attempt at the all-white university.
Flash floods and hurricane winds ripped through villages near Barcelona as officials reported 246 bodies recovered and 395 unaccounted for. Fresh storms followed weeks of dry weather, with rivers overflowing and downtown residents escaping to upper floors amid widespread destruction.
Seventeen survivors of a Flying Tiger airliner’s ditching were airlifted by two British helicopters to a US Air Force base in Britain for treatment. The Celerina, a 9041 ton freighter, also rescued 27 others as it headed to Antwerp. Of 76 aboard, 28 dead or missing. 12 bodies recovered. Chemical burns from gasoline exposure affected many survivors.
Washington AP General Al Fred M Gruenther former supreme Allied commander in Europe and president of the American Red Cross underwent surgery at Walter Reed Army Hospital for lung inflammation. A hospital spokesman called it a vein ligation to limit spread. His condition is guarded but recovery is expected. He entered Sept 20 and is 63. He has led the Red Cross since Jan 1, 1957 following 38 years in the Army. He is a native of Platte Center Nebraska.
The Miami Valley sees below average temperatures with highs near 71 and lows around 47 through Monday. A weak high pressure system west of Ohio will bring fair to partly cloudy skies through Thursday. Tonight’s low around 43 and Thursday’s high about 65. Yesterday reached 71 at 3 PM with an overnight low of 48 at 6 AM today.
Kim Parks, 75, told City Court Judge Beverly Boushe that a disorderly conduct charge stemmed from a quarrel over a woman. The judge asked how old a man must be to stop fighting over women. Parks replied he could not answer and the charge was dismissed.
John A. Cooper, 42, a former Fernald atomic plant worker, was found guilty of second degree murder in the beating death of his stepson John C. Jackson, 20, in a North College Hill home after an argument about vacations. The jury deliberated two hours and 25 minutes. Sentencing deferred. prosecutor sought life with parole consideration after 10 years. Cooper’s attorney said a new trial request would be filed. The case included a separate mutilation charge tied to alleged body parts scattered along Georgia and Florida roads.
A 16 year old Judy Rae Bushong freshman at Springfield High School was suspended for refusing to wear the gym uniform revealing her knees. Her father, Herbert, says she should wear slacks or pedal pushers and will seek a board reversal. Principal James Stone and Superintendent Charles Rieger defend the policy citing state code.
John Youtz aged 62 of Canton died after a coil of steel fell from a truck onto his car following a collision between the two vehicles. The incident occurred Tuesday night in Canton.
Gov. Michael V. DiSalle appointed Lynn B. Griffith of Warren to the Ohio Supreme Court, succeeding James F. Bell whose resignation takes effect Oct. 8. Griffith will serve until a successor is elected in November 1964. Bell’s term runs to Dec. 31, 1966. Griffith, a Oberlin College and Western Reserve University law graduate, has longstanding service in Warren, Trumbull County, and the 7th District Court of Appeals. He and his wife have three children, with two sons in law enforcement.
