Argentina’s President Jose Maria Guido, backed by army rebels, pledged amnesty for all and immediate free elections as power-shifting clashes ended in the north. Previously installed by the military, Guido announced he would exercise executive powers while moving to democratic restoration.
Cape Canaveral reports Walter Schirra Jr. will attempt six orbits on the next Mercury mission Oct. 3, with fuel and water use key concerns. Engineers fixed a valve issue delaying the Sept. 28 launch, as Yardley notes unknowns about water needs for an 18 orbit, one day flight.

Khrushchev first proposed a troika in 1960 with veto power for Western Communist and neutralist blocs. Thant needs Security Council recommendation and Assembly election with possible Soviet veto. The United States supports Thants continued leadership. Gromyko declined to state opinion on Thant when asked.
Gen Lucius Clay says the Soviet Union is not ready to use force in Berlin as long as the Western Allies show they will meet it with force. He notes initiative lies with the Soviets due to occupancy of East Germany and surrounding Berlin. He adds strong action is readiness to interpose troops to deter aggression. He says Soviet use of buses for memorial transport was not a concession.
A two engine P5M patrol plane with 10 aboard is missing in Prince William Sound near Montague Island. The aircraft from San Diego last contacted by radio Saturday during a routine Gulf of Alaska patrol. Searchers face heavy seas and overcast skies as planes ships and shore parties look for the missing crew.
Summit County coroner Dr A H Kyriakides ruled that Lester James Johnson 58 killed his wife Emma 48 and then shot himself at their Akron home Saturday night. Police reported both victims died from gunshot wounds to the head in a double tragedy.

Washington AP Ohio trimmed its school districts from 2043 in 1932 to 840 in 1961 and cut one teacher schools from 4258 to 12. National figures show districts dropping from 127649 to 36402 and one teacher schools from 148711 to 15018 in the same period.
