Negotiators failed to collect enough signatures to place a charter change on the ballot. The effort sought a pay scale under the highest state level, with fringe benefits to be negotiated later, and faced morale issues during lengthy talks.

About 1,500 residents packed Calhoun Georgia to show support for Bert Lance director of the Office of Management and Budget on the eve of a Senate panel review of his finances. The rally featured a standing ovation, banners and speeches praising Lance though he did not attend.
The National Weather Service estimates an 80 percent chance of rain tonight and 60 percent Friday with locally heavy rainfall. Lows will be in the upper to mid 60s tonight, and Friday highs in the mid to upper 70s. Rainfall measured at two hundredths of an inch. The outlook calls for fair weather Saturday, a chance of showers Sunday, and partial clearing Monday with highs in the 70s and lows in the 50s to 60s.
Robert L. Reichard resigns as Carlisle police chief after a 34 hour caucus and a unanimous council vote to drop 11 charges. He receives back pay and vacation benefits. Reichard plans new police work but may leave Carlisle. Mayor Melvin Reece commends Reichard's record and grants him a recommendation.
