Cleveland transit officials estimate a 42 percent cut to the 600000 annual charter business under a 1973 highway act rule. Cincinnati Akron and Toledo face similar losses as publicly owned systems must curtail charter operations to keep federal aid. Rep Stanton may seek amendment.
