Civil Rights Debates Edge Toward Adjournment
Washington AP reports Congress narrows to possible adjournment as Southern opposition stalls a Civil Rights Commission rider while the Senate advances a $3.28 billion foreign aid package and the House moves toward its $3.19 billion overseas aid bill. Senate votes resist trims to foreign aid, with deadlocks over military and economic cuts. Debate on civil rights persists, with a Nov. 9 sunset for the commission in sight and next year’s early action hoped by proponents. The Senate and House also approve a bonds rate increase and set Jan 6 for Congress to reconvene, avoiding a Sunday start due to the Constitution.
