Washington AP Kennedy plans a forthright statement at tonight’s news conference on the Cuban military buildup. Sen. Humphrey and Sen. Mansfield conveyed that Kennedy would speak more on Cuba. Leaders discussed standby authority to call 150,000 reserves to active duty amid Senate Republican demands for tougher action.

Unofficial sources claimed 300 troops invaded and surrounded a 30-man Assam Rifles post, while reports echoed near Towang and the Bhutan triangle. Past incursions and disputes over McMahon line border claims colored the tense border narrative.
Washington AP The Army will raise mental requirements for new reserve and National Guard recruits aligning standards with active duty. Implemented Oct 1 for reserves and about a month later for the guard, the change affects only new entrants and six month active duty volunteers, not current members. The plan also targets trimming obsolete units, potentially reducing total units from 750 to around 700 while preserving state needs for flood and disaster response.
Lockheed researchers report a potential method to reduce smog by releasing iodine into polluted city atmospheres. A Navy P2V Neptune patrol bomber crashed in flames after skimming rooftops of a crowded Seal Beach neighborhood. All nine aboard were killed. The crew were Georgia reservists with identities withheld pending relatives’ notification. The aircraft departed from Los Alamitos NAS and crashed in a vacant field near the Seal Beach depot, which replenishes munitions for Southern California bases.
Jerilyn Chilcott a 20 year old Florida truck driver and her father Mid Chilcott lost 7200 eggs from their 50 foot refrigerated tractor trailer in Manhattan. A detective escorted Jerilyn outside the station then she parked the truck in a tight space between two trailers. Jerilyn noted she and her father share driving shifts of four hours each.
