Fifth Captain Added in Police Promotion Measure

City commissioners in a special session approved emergency legislation to create a fifth captain in the Division of Police after City Commissioner Stan Sorrell returned from vacation. Lt. Ron VanArsdale was promoted to captain, while Sgt. Ernest Howar and Det. Louis Pierce received lieutenant and sergeant ranks. The action aims to fill three vacancies caused by Chief James Howerton’s retirement as the division heads toward a transition period before a new chief is appointed later this year. Legal challenge could follow from dissenting officers, with two more captains eligible for the top post alongside veterans Walton Dwyer Brewer Palmer.
